The Library Board met on Monday for the regular March meeting.
Highlighted agenda items include:
Board Chair Flo Valdes began the meeting by thanking everyone who was involved in the success of this year’s Forsyth Reads Together event. She brought a cookie cake to celebrate, decorated with FCPL brand colors and the words “Thanks for making the 2026 Forsyth Reads Together a success!”
Public Service Activities Report
Deputy Director Ann Decherd presented the Public Service Activities Report for January and February. Highlights included the Winter Reading Challenge, Lunar New Year, the Celebrate America 250 series, and Forsyth Reads Together. She thanked Programming Manager Sarah Brubaker for her hard work in organizing Forsyth Reads Together, and announced that April is the deadline to submit a grant request to the Forsyth County Arts Alliance for the 2027 Forsyth Reads Together event. She concluded by presenting the Board with the 2025 Annual Report and thanked Communications Manager Leslie Marinelli for creating it.
FCPL Friends and Advocates Report
Director Adrianne Junius presented the FCPL Friends and Advocates Report, highlighting their support at the Forsyth Reads Together event. She also recognized them for their involvement in the Denmark Library marketing grant, in which patrons can present a postcard for a free book (up to $3.00 in value) at the Denmark Library Friends Bookstore.
Financial Reports
The Board voted unanimously to adopt the financial reports for the Library’s General Fund and the Denmark Construction Fund, presented by Director of Support Services, Tonya Wallace.
Vending Machine Update
Adrianne Junius presented the Board with an outline of staff concerns regarding a patron request to add vending machines to the Library, emphasizing that FCPL wishes to avoid competing with local businesses. The Board voted unanimously to inform the patrons who presented at the January 20, 2026, Board meeting that FCPL will not pursue RFPs for vending machines inside Library buildings at this time.
Fiscal Year 2026 Budget Adjustments
The Board voted unanimously to approve the following budget adjustments:
- Increase in Donations revenue and Operations expenses by $3,190.24 to reflect a donation from the Forsyth County Public Library Friends and Advocates for the Lunar New Year program at Sharon Forks Library.
- Increase in State revenue and Operations expenses by $25.00 to reflect FCPL's additional share of a GPLS grant from the Sandra Dunagan Deal Center for Early Language and Literacy.
- Increase in Donations revenue and Operations expenses by $5,000.00 to reflect a grant from the Rotary Club of Forsyth County for summer reading books and prizes.
Annual Patron Debt Write-off
The Board voted unanimously to write off $32,049.95 in patron debt remaining from 2022. Adrianne Junius shared that the return on investment (ROI) with Unique Management is going well, and Christy Winters thanked her for including a history of patron debt.
Commendation Letter of the FCPL Friends and Advocates
Flo Valdes mentioned a request to recognize the FCPL Friends and Advocates for their support during the November 10, 2025, Board Retreat. The Board voted unanimously to approve the 2026 Commendation of the FCPL Friends and Advocates. Adrianne Junius confirmed that this letter will be presented to the Friends in April during National Library Week.
General Discussion
Adrianne Junius presented an updated list of recommended changes to the Bylaws and Constitution. Key changes include:
- Constitution: Updating Article VIII to grant the Library Director contract-signing authority.
- Bylaws: Adjusting the Board Secretary/Treasurer's role to allow them to contact funders if appropriations are not fully paid.
- Teleconference Guidelines: Legal opinion from attorney Ken Jarrard indicates no change to the Bylaws is needed to comply with OCGA 50-14-1(g)(3) regarding ad hoc teleconference participation by a Board member.
